A law change will make it harder for overseas buyers to plant pine on good farm land. The Government is giving local councils the authority to determine where, and how much, carbon forestry can occur. The move limits trees used for carbon farming being planted on productive land, shifting the incentives to make planting on hillsides more attractive.
