He was Chief Economist for Latin America of Bank of America, Chief of Staff of the Governor of the Bank of Mexico and Senior Advisor to its first Governing Board. During the NAFTA negotiation, he was Minister for Economic Affairs of the Mexican Embassy in the United States. For five years he was a member of the economic advisory firm Laffer Associates of La Jolla, California. He has been professor of economics at the Autonomous Technological Institute of Mexico and in the business schools of the universities of Georgetown and New Mexico.
